19 months passed, no pay hike under 7th pay commission

Minimum pay hike under 7th Pay Commission is still under process even though nineteen months have passed.
The government employees demand is a hike from Rs 18,000 to Rs 26,000 per month but the Pay Commission headed by Justice AK Mathur and his committee had recommended the hike for Rs 21,000 only.
Finance Minister Arun Jaitley has promised to increment the salary after the recommendation was made. Even after so many months, there is no progress in salary hike under 7th Pay Commission.
It seems Arun Jaitley has failed to keep his promise as the central government is not taking the matter seriously and doesn't seem to be bothered about the promise made to employees.
